A residential child care worker from Newport has been removed from the Register of Social Care Workers after a Social Care Wales hearing found his fitness to practise is currently impaired because of serious misconduct.
In February 2020, Alan Painter’s employer told Social Care Wales that he had been suspended from his role. This was because they found out he’d been the perpetrator of domestic violence and that this had led to proceedings against him. He had also breached his professional code of practice by failing to tell his employer about this.
After considering the evidence, the panel concluded that Mr Painter’s fitness to practise was currently impaired because of serious misconduct.
Explaining its decision, the panel said: “We find that Mr Painter’s behaviour is serious. We find that members of the public would have concerns about him caring for their vulnerable relatives…”
The panel added: “We are not satisfied from the evidence available that Mr Painter has expressed any regret or remorse regarding his actions.
“We also do not consider Mr Painter has demonstrated insight into, or reflection upon, his conduct. Further we have not been provided with any evidence that he has taken steps to remedy his behaviour […] or that he is likely to remedy it in the future.”
The panel decided to remove Mr Painter from the Register, saying: “We have decided that it is necessary in this case to impose a Removal Order. In our view there is no other way to protect members of the public from the risk that Mr Painter presents.
“Mr Painter has demonstrated a lack of insight into the seriousness or consequences of his actions.
“He has shown a disregard for, and serious departure from, the relevant professional standards set out in the Code of Professional Practice for Social Care.”
Mr Painter was not present at the one-day hearing, which was held over Zoom earlier this week.
